This is silly, now you are taking issue with me on a matter I have nothing to do with other than to advise the party involved to take it off of the HOA's responsibility.  A barking dig is the responsibility of the owner.  You address the owner or the county if you have an issue.  

The email on the issue with the clubhouse that I saw is an HOA matter as we all have an interest there.  If someone was planning on using the clubhouse and saw an email that there was a ceiling issue, that is informative to us all. I, as well as most of you, have recently paid my HOA fees to address clubhouse issues and look to the board to oversee the repairs and my fees.   I do not ask of, or expect the board's time to be taken up resolving a barking dog and the email havoc that this has created.  

I know Tommy and was not discounting what he had to say (as it appeared to be about a past issue anyway).  If I had an issue with him, I would approach him on it, not ask the HOA to intercede on my behalf.

Why is this being broadcast to the neighborhood?  If you have an issue, most houses come equipped with a front door to knock on to discuss your issues.  If you do not want to confront them, call the county and they can pay a visit to the front door.  By going the HOA route, you have neighbors taking sides and that is not what we need.  This is a personal matter that needs to be handled privately.

The neighbors behind and on same side hear this until late in the night. Across the street from me was a lady that had several dogs 5 years ago. She moved. This was a issue then with there neighbor and I did not know or hear anything.
